After the setupdb2.sh script installs and puts the plugins in place, the database instance needs to be stopped and restarted before those plugins become active. In order for the restart to happen, there should be no active connections to the database. If there are active connections, the script will be unable to stop and start the database and output the above messages.
Since the restart happens at the end of the script after the configuration changes have been made, once the database is no longer busy and active connections have been stopped, the DB2 instance will need to be manually restarted. Or the setupdb2.sh script could also be run again, as it can be run multiple times without any harmful side effects.
