As a result, license(s) cannot be assigned to the users correctly.
Cause:
This is an error message returned from Microsoft indicates that the license combination is invalid and that other licenses must be assigned. The valid license combinations are controlled by Microsoft and are subject to change without notice. Thus there is not a programmatic way to validate the valid combinations by Centrify.
In addition, manually assigning the same license combination to the user in Office 365 Admin Portal will also encounter similar error:

Please make sure a valid combination of license is selected when assigning the licenses to the user/role in Centrify Office 365 app:
To find out the valid combinations of license, it is suggested to:
1. Try to manually assign the same invalid license combination to the user in Office 365 Admin Portal. The error message might indicate which license(s) is/are missing. Take the above screenshot of Office 365 Admin Portal as an example, the error message states that:
To assign a license that contains Office Online, you must also assign one of the following service plans: OneDrive for Business (Plan 1), SharePoint Online (Plan 1).
2. Search for any Office 365 KB article online that can provide the details of different license types or consult Office 365 . Take the sync error below as an example:

Visio Services licensing information:
Visio Services is licensed as part of SharePoint, specifically the SharePoint Enterprise CAL, Office 365 Enterprise E3, and SharePoint Online Plan 2.
A visio license natively includes a SharePoint license. Therefore, if the license assignment is configured as
i. assign Visio license to the user;
ii. assign E3 license to the user but unselect the Sharepoint license within the E3 bundle
with the Visio license assigned (which natively includes a SharePoint license) it is not possible to disable the Sharepoint license within the E3 bundle. This is a example of invalid license combination and will lead to provisioning failure with the above error.
