Why users still have access to an application with App Gateway enabled from an external IP address which is not specified in the Corporate IP range when "Restrict app to clients within the Corporate IP range" selected?

It is by design that "Restrict app to clients within the Corporate IP range" will be ignored when an application has app gateway enabled. When an app is configured for the App Gateway, this app would be visible via the Internet, so it will not be limited to the client from corporate IP only.
To restrict user access to this App Gateway application within corporate IP range, please edit the Script under this app using the following:

policy.Locked = true;
