Password security group policy is not being enforced on Active Directory users when set at the organizational unit or container level.
This is a limitation of Active Directory/Windows Server. When a password policy is applied at the OU level the computer objects in the OU and the local user accounts defined on those computer objects will be bound by the policy.
In Windows Server 2003, a security policy may only be applied to a user in one location, at the domain object level. Domain controllers will ignore account policy settings that are configured in any GPO linked to the domain controller's OU.
In Windows Server 2008, "Fine Grained Password Policies" were introduced. This allows password policies to be applied at the domain, user, and group level- but not the OU/container level.
For Windows Server 2003:
-Set password security policy at the domain level.
For Windows Server 2008:
-Set password security policy at the domain, group, or user level.
