Question:
How to display the login banner when using telnet on HP-UX?

Answer:
To display the login banner when using telnet on HP-UX, you must edit the /etc/inetd.conf file to include the following parameter at the end of telnet line:
 
-b/etc/issue
 
This setting is necessary to enable the Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options > Interactive logon: Message text for users attempting
to log on group policy.
